Act I - Reflections of Mortality[]
She remains deep within her personal plane, balancing "Eternity" and "Wishes" in her hands as if on a scale.
Go forth and try to open this god's heart to the images of the transient mortal realm.
- The Lonesome Euthymia
Arriving at the Statue of the Omnipresent God, the Traveler and Paimon find Thoma, Kujou Kamaji and Ippei. Thoma and Kamaji are concerned about the recent state of Inazuma, as the Shogun wishes to have some private time. Meanwhile, the thunderstorms that surround and cut off Inazuma from the rest of Teyvat appear to be getting closer to the nation. The Shogun does not wish to see anyone as she reflects, causing the two some concern. In addition, the revelation of Kujou Takayuki's collusion with the Fatui and his poor health have caused the Kujou Clan to lose control over their vassals as a new Commissioner must fill the vacancy. Kamaji then takes his leave to find Takatsukasa Susumu, who he believes can help the Kujou Clan out. Paimon then suggests to take the Shogun out in public to quell their fears and tells the Traveler to go to the Grand Narukami Shrine to meet with Yae Miko.
Arriving at the shrine, the Traveler explains to Yae the situation. Yae believes that the Shogun's will has somewhat changed as a result of her battle with them, but nonetheless gives them the Pass Permit required to see her, reminding them to give it back to her when they're done. Heading to Tenshukaku, they show the pass to Takeshi and enter, finding the Shogun herself pacing around the room. The Shogun initially mistakes them as a trespasser, and the two's attempts to talk with her don't go so well. Suddenly, Ei's speaks and brings them to her plane.
Inside, Ei tells her that she has disabled most of the Shogun's functions, hence why she is acting strange. She explains that the Shogun still follows the old protocols which she is trying to change. As the puppet had been designed to be resistant to drastic changes, it is why she is only allowing Yae to see her. Paimon then tells her about the thunderstorm outside Inazuma, surprising Ei. The Traveler then tells her about the storm and the chaos in the Tenryou Commission. Ei states that she can fix the thunderstorm with a small change to the Shogun. The Traveler then asks her about her view of Eternity, which she can see, but is also seeing plenty of complications on the way. Paimon then suggests she get a change of pace and the Traveler invites her for a walk out to quell the peoples' fears, which she accepts, moving her consciousness from the plane to occupy the Shogun's body in the real world.
- To Traverse the Mortal Plane
Outside, Ei remarks that the market has changed, although it was expected. The people are immediately surprised to see the Shogun out in person, but she still insists on finishing the walk to relax. On the way, Paimon asks Ei if she has Mora, who remarks that she doesn't - as an Archon, she never bothered going out, and even then, had the Tenryou Commission get items she needed. Paimon is surprised that she doesn't have Mora either, prompting Ei to ask what she meant by that, but Paimon does not divulge. Ei notes that the liveliness she was told is not around, but Paimon tells her that people wouldn't dare act strange in front of the Shogun. As they continue walking, Ei notices Tomoki's stall and takes an interest in it.
Tomoki is surprised and humbled to see the Shogun visiting his stall and shows her what he sells. Paimon notices Milk and believes it is ordinary, but Tomoki states that it is Dango Milk, something he created to draw customers in as a newcomer. The three try the drink, and to Tomoki's surprise, Ei enjoys it. Ei then asks how well it sells, and Tomoki states that sales are average, as despite being popular among those who try it, others are stubbornly hesitant and he was going to scrap the product, but the Shogun's praise has him reconsider. Ei then remembers that Yae had always talked to her about her business and asks the Traveler to take her there.
Kuroda is surprised to see the Shogun and initially believes that she is checking up on the business permits, only to learn that she just wishes to read some novels. He is worried they don't have anything for her tastes, but Ei states that there aren't any worries about it. Kuroda then sends them off to the nearby shelf as it contains all the best-sellers. Ei is unable to comprehend the novels however, as she expected stories to be based on true facts and not fiction. Nonetheless, she states that despite her unwillingness to make much change, she should not hamper the lives of humans for her pursuit of eternity and has enjoyed the trip. Paimon then suggests taking a photo so she could cherish the memory.
- The Fabric of Constancy
The Traveler and Paimon find a spot for a good photo. Ei is nervous about making a mistake, but the Traveler tells her to act natural as they take a photo and give it to her. Ei is surprised at the photo and wonders who is who, but the two remind her that while there is only one of her, she can exist in multiple forms, like her Shogun puppet. Ei accepts this logic and states that Inazuma has changed drastically than as to what she remembers and that she might have held on too tightly. They suddenly hear Ippei's voice down below, calling for Kamaji.
Heading down to meet him, Ippei is surprised to see the Shogun, who explains that they came down to see what the matter was about. Ippei states that he is worried for Kamaji's safety, as he hadn't come back from negotiations with the Takatsukasa Clan. While he knows that he does take the occasional long walk, he is particularly bothered this time due to the current state of turmoil in the clan. Therefore, Kamaji thought to pass the mantle to the Takatsukasa Clan due to their loyalty. However, rather than holding the meeting at headquarters, they chose to do so at one of their bases. He does not wish to intervene due to his lower position and the concern that negotiations are taking longer than usual, but Ei states that it was her problem for not addressing it in time. Ippei marks the location on the map and continues his search in the city.
- To Hear Mortal Hearts
Arriving at the base, Ei immediately becomes suspicious at the well-hidden location and suspects Kamaji is in trouble. As they explore, they find ronin inside, surprising Paimon as the base is Tenryou Commission property. Reaching the end, they find Susumu with several guards and Kamaji, surprising both parties. Ei demands Susumu to explain the secrecy and hiring of ronin, who claims it was for security purposes. Kamaji states that Susumu was trying to force a confession out of him labeling the crimes of the Kujou Clan, which he acknowledges as true, but to also claim that the Takatsukasa Clan had fought against the injustices. Ei states that she gave the role of the Tenryou Commissioner based on who could beat her in a duel, which the founder of the Kujou Clan had done, and that if the Takatsukasa Clan wished to replace them they would need to duel her. Susumu refuses to out of fear along with his retainers, which Ei notes as hypocrisy as Susumu was eagerly talking about giving up his life for the Shogun. Kamaji challenges her to a duel, knowing that while he is outmatched, he wishes to atone for his father's misconduct. Ei finds it pointless but accepts nonetheless; in the ensuing duel, he does not give an inch despite receiving a thrashing and it only ends when his body gives out and he falls unconscious. She then orders Susumu and his retainers to take care of Kamaji and that they dare not deceive her next time or she would cut them down. As they leave, Ei asks the Traveler to meet her outside for a talk.
Outside, Ei states that the experience has been drastic for her and that if it had been the Shogun dueling Kamaji he would have died, but she admires that she could see in his eyes that he was prepared for that possibility. She also notes that while Kamaji is not a great heir, he still retains part of the Kujou traits she remembered - honor. While she is still intent on punishing them, she decides to give them additional time. She thanks the Traveler for the experience as she leaves to meditate in her realm. Paimon then reminds the Traveler to bring the Pass Permit back to Yae. Returning to Yae, they tell her of the trip. Yae is amused but thanks the Traveler for accompanying Ei, as while she may not admit it, the archon enjoys their company, as they are not of this world - if they want to visit Ei again, they are free to visit her to borrow the pass.
Act II - Transient Dreams[]
Ferocious beasts, everything being destroyed, the humans fight valiantly — just as the Raiden Shogun remembers what happened during "that catastrophe."
"Where there is progress there must be loss."
By the time she had cut the darkness away then, she was already alone. But now...
- Cleansing Light
Arriving at Inazuma City's Adventurers' Guild branch, Katheryne greets the Traveler and Paimon. She tells them that the Yashiro Commission has placed out a request in dire need of help defending the Sacred Sakura as rifthounds have inexplicably emerged and are aggressively targeting it. The Traveler accepts the commission and Paimon remarks on how the rifthounds are trying to defile Hanachirusato's legacy.
Once they reach the spot where rifthounds were reported, they tackle the massive horde. As two Thundercraven Rifthound Whelps encroach on the Traveler, Ei appears and eliminates them. The Traveler is surprised to see her, who tells them that the rifthounds remind her of the cataclysm that occurred 500 years ago which the Traveler recognizes as that of Khaenri'ah. Knowing that the Shogun would normally let the Yashiro and Tenryou Commissions handle it themselves and that there would be a serious issue if the situation was not contained, Ei suggests they work together to eliminate the monsters.
The group tracks down the damage dealt and arrive at some gnawed roots. Ei inspects them and states that the Yashiro Commission are more than capable to nurse it back to health. The mysterious sap begins to glow and a recollection of some of the incident 500 years ago manifests. Kitamura, a samurai spawned from the manifestation, informs the Traveler about the horrifying monsters that are roaming Inazuma and advises them to flee, stating that both the Shogun and Kitsune Saiguu are gone. Ei then joins in, much to Kitamura's relief. She tells him that Inazuma is at peace, which he realizes that the Shogun eventually returned and saved Inazuma before fading away.
As the Traveler wondered what happened, Ei tells them that the Sacred Sakura purifies filth in the Ley Lines; tainted filth evokes the form of aggressive memories, while purified ones evoke memories of the past. She tells them that during the fall of Khaenri'ah, monsters attacked Inazuma at the same time. Kitsune Saiguu led Inazuma's defence, but both she and Ei knew that it would end in tragedy, which came in the form of Saiguu losing her life. During her time spent with the Traveler, she realized that she was too fixated on the past and needed to look towards the future, promising to honor her peoples' wishes before reminding them they still need to track the damage.
Tracking more monsters in Araumi, Ei dispatches them with relative ease. The Traveler notices that she's not fighting as hard as they expected, in which she claims that she's conserving her energy for any stronger enemies that may appear. Just then, one of the roots glows again, manifesting Furuyama. Ei introduces him to the Traveler, telling them that he's a member of her entourage who specializes in tea. Furuyama is surprised to see the Shogun return so soon and states that he has no regrets as he is satisfied with life, and as the Almighty Shogun herself often says, that as all good things must come to an end, people must make the most of the life they have and seize the chance to enjoy it while it lasts. As he looks for his tea set to serve tea to the pair, the Traveler offers to get him one, which he initially declines but is eventually persuaded otherwise.
Arriving at the Kamisato Estate, Hirano is surprised to see the Shogun arrive. Ei states that she simply needs a tea set and tells him to take his time fetching one. As Hirano goes to get the tea set, Ei speaks with the Traveler, telling her that Furuyama's views actually came from her sister, Makoto, although she suspected that he pretended that he didn't know there were two different Shoguns. She remarks on how the Traveler reminded her of Makoto's views and that she was ultimately correct as the two had different views. Hirano then returns with the tea set and they return to Furuyama.
By the time they returned, Furuyama had disappeared, likely as a result of the Ley Lines unable to sustain his manifestation any longer. As Ei brews some tea, she reveals that Makoto had inexplicably gone to Khaenri'ah without informing her. By the time Ei realized what had happened, Makoto was already unconscious and dying; however, Ei was able to enter her consciousness so they could say goodbye. After Makoto died, it was there and then that Ei resolved to pursue eternity, preserved the realm of Makoto's consciousness before it completely collapsed and took it back to Inazuma. When she returned, she was shocked to see the Sacred Sakura on Mt. Yougou, which from her point of view had never been there before; everyone else she asked told her it had always existed. She believes that Makoto's remnants spawned the tree, but nonetheless used its powers to help her eliminate the monsters ravaging Inazuma. The Traveler then asks if their sibling had participated in the event. Ei, having heard of why they were traveling Teyvat, states that she does not know as she had arrived too late and was preoccupied with Inazuma's safety at the time.
- Farewell to the Past
Continuing to track the mysterious residue, the group eventually arrives at a cave. Ei handles the monsters herself, but she begins to freeze up while doing so. Just then, the roots glow and spawn three yoriki; Fujiki, Fukami and an unnamed samurai who notice the Shogun and fight off the rifthounds with the Traveler's help. After killing the monsters, the samurai remark on how the Shogun has given them hope before they fade away. Ei states that while they are simply fettered memories of a time long past, she realizes that she had neglected her duties as an archon and promises to uphold their trust. As they leave, Ei suddenly freezes. The Traveler checks up on her, who tells them that they need to bring her underneath the Grand Narukami Shrine as "she" is calling her for her final battleground, one where she would cut her past and look towards the future.
Arriving at the cave underneath the Grand Narukami Shrine, Ei opens up a torii gate and the three are sucked inside into Makoto's consciousness. There, they are greeted by the Shogun puppet, who Ei reveals is the one trying to reject her commands as it now sees her as an enemy of eternity. The Shogun believes that Ei is suffering from erosion due to her new perspectives; after a short duel, the Shogun using Engulfing Lightning and Ei wielding Musou Isshin, Ei states that she will take as long as she needs to prove to the Shogun she has not succumbed to it and asks the Traveler to be a witness. She then expels them from the realm, telling them to inform Miko to govern Inazuma in her stead.
After getting kicked out, Paimon wonders what they can do when the Traveler reminds her they needed to inform Miko, so they decide to go pay a visit to her.
- Radiant Sakura
Learning of the situation from the Traveler, the three return to the torii gate. Miko manages to reactivate it and informs the Traveler she can send them to a rough location of where Ei may be, but reminds them to remain focused or they could be potentially dropped off in another area. Doing so allows them to return to the plane where Ei is surprised to see them again without any change, as centuries had passed inside. The Shogun, impressed with Ei's abilities and the Traveler's return, proclaims that they will have their final duel.
Ei manages to defeat the Shogun, who finally acknowledges that she is not suffering from erosion and allows her to remain in control. Ei admits to the Shogun that she would have lost were it not for her new perspectives before offering it to become her kagemusha, which it accepts. The Shogun is also left impressed with the battle and looks forward to a rematch in the future. Just then, the Musou Isshin begins to glow and spawns a fragment of Makoto's consciousness, which she had placed in the sword and would only be evoked when Ei drew out its full power.
Makoto's fragment apologizes to Ei for not previously having taken the time to slowly persuade Ei away from her deeply entrenched views on the pursuit of stillness and always felt bad for suddenly dumping the rulership of Inazuma in Ei's lap. She confirms that she had a sense of what was about to happen in Khaenri'ah, and knew it was something that archons couldn't ignore. Suddenly faced with the situation in Khaenri'ah and having no time left to wait for Ei to have a change of heart, she placed her fragment of consciousness within the sword so she could, essentially, wait for Ei to come to her when she could understand Makoto's perspective and way of thinking. She gives her a seed which Ei plants in the past and grew into the Sacred Sakura, then gives her sister her final farewell.
Returning to the current timeline, Miko learns of the entire situation inside the plane. Ei, now knowing what she must do, decides to take a look at Inazuma's current state and abolishes the Sakoku Decree, thanking everyone for their support.
