How? Because the author writing the character to be pushing the mindset/having them express values of Asian atheism. (Man over gods, disbelief is superior to belief, devaluing the actions of 'gods', and so on.)
For the most part the adepti don't, keeping theirself distanced from humans, and only intervening if their territory is trespassed on or if there is a calamity. Nonetheless, in your first meeting with Keqing she speaks quite poorly of them, ridiculing their arrogance, disinterest, and lack of concern for humans. Paimon is shocked twice as Keqing is the first person in Liyue she's heard not revere the adepti. (And to be fair, she's right about the arrogance of some of them.)
Despite not being actual gods, the adepti are revered as gods. We even restore a shrine dedicated to one. Xialing's Goburou bestowed mankind with cooking and was known as the "Stove God".
Eastern gods aren't like the gods of western civilizations or Christianity. Many eastern gods are extremely insignificant, and some eastern gods are even depicted as being less powerful than normal humans, with really mundane abilities.
Mockery doesn't push people forward all the time. It can also make one's efforts feel like they are in vain as they are only met with ridicule.

That said, this newest event does help prove she doesn't dislike the adepti despite how foully she originally spoke about them.
